The Highest SATUSEHAT Submission Score in Kabupaten Bandung

What SATUSEHAT measures is not one successful submission

The Ministry of Health's SATUSEHAT onboarding monitoring dashboard does not judge whether a hospital has ever managed to submit data. It measures how much of the data that should have been sent actually arrived. That figure drops every time a prescription goes unmapped, a diagnosis goes uncoded, or a service is recorded outside the system — and the drop stays invisible until the monthly report comes out.

A high score is therefore not the result of a one-off configuration. It is the result of data being correct from the moment it is written at the point of care.

What was done

  • Terminology mapped upstream. Diagnosis, procedure, drug, and laboratory codes are mapped to national standards in the master data, not translated at submission time. Data that is wrong upstream cannot be fixed downstream.
  • Validation at the point of entry. Fields that SATUSEHAT requires were made mandatory on the care forms, so a gap is caught by the officer who still remembers the case rather than by the IT team a month later.
  • Daily monitoring after go-live. The submission success rate is read every day. Failures are treated as a work queue that has to be cleared, not as a log entry.
  • Every failure traced back. Each rejected submission is traced to its cause in the care process, so the same case does not recur.

The result

On the dashboard snapshot monitored, RS Oetomo sits first in Kabupaten Bandung with 91.67%. The hospital in second place recorded 81.44% — a gap of more than ten points, in the same region and the same measurement period.

The same pattern appears elsewhere. In Kota Sukabumi, RS Umum As Syifa Sukabumi recorded the highest score at 91.58%. In Karawang, RS Umum Dewi Sri placed third at 87.20%. All three run on SIMRS MediCare.

What other hospitals can take from this

A SATUSEHAT score is decided more by daily recording discipline than by the integration work itself. The hospitals whose scores hold up after the first month are the ones that treat data completeness as part of the care workflow rather than as extra work for the IT team.
